WMSOA ANNUAL GENERAL MEETING – Minutes
December 3, 2011 – 9:00 AM – Grandville High School
The meeting was called to order at 9:00 AM by WMSOA President, Doug Turkstra, with a final total of 84 individuals having signed in for it. Juice, donuts, snacks, and water were available prior to the meeting for those who arrived early to pay dues and to chat with others attending.
Doug acknowledged and welcomed new members and thanked all members for their flexibility and help handling the more than 250 schedule changes that had to be made for various reasons during the 2011 fall season. Congratulations were offered to our members who were selected to work the MHSAA State tournament, including several who were assigned to final games.
Paul Carmichael asked for a moment to address the membership and thanked those who expressed their concern and support for him during the time of a physical problem that kept him out of action this fall. He appreciated everyone’s thoughts and look forward to getting back on the pitch this spring.
Secretary’s Report…Larry Olsen indicated that he had sent out fifteen emails to WMSOA members with association news, calls to meetings, and rules information during the past year. He also noted that Greg Pilbeam sent out multiple messages about game and scheduling information and policies and procedures that were of interest to the various schools and conferences for which WMSOA assigns games. Members were notified that minutes of the annual meetings and of board meetings are normally available on our website at wmsoa.org, as well as a copy of our by-laws.
Treasurer’s Report…Bob Powers reported that as of this date we showed revenues for the year of $19,182 and expenses of $26,104 and that our present bank balance is $4161. Bob noted that the fees WMSOA charges to the high schools have not yet been received, as notices to the schools have only recently gone out. Two expense areas were noted in particular. First, we incurred a one-time expense of $1500 for the upgrade of our website. Second, there was a significant increase in our expenses for game assessments because we made an effort to have more of them done. All bills are current, and our cash position will improve substantially when member dues and high school assigning fees are all in.
Assignors’ Report…This was given by Keith Miller on behalf of Greg Pilbeam, Bill Wagner, and Matt Carlson. Thanks again to everyone for your efforts this fall. They helped to cover for all the shuffling due to school scheduling changes and a loss of a number of officials for all or part of season due to various health and other issues. We look forward to having many of those who missed time this year back in the spring. Even so, all games had the required number of officials. You are asked to have your Arbiter availability set up no later than February 1, 2012, so the assignors can begin with spring and fall assigning as soon as the school’s turn in their schedules. Some are already arriving, and we expect some 1600 games will need to be assigned (1300 HS and 300 College).
We need more officials for high school games so that we can make the 3-man system more available. It has been well received, and we expect that more schools will begin to ask to it. If you know of qualified people interest in high school officiating (a USSF Grade 8 instructional course and certification are highly recommended), please encourage them to contact a WMSOA board member.
A point of emphasis for every official should be optimum physical fitness so we can keep up with the pace of our games. More comments come back to the association from coaches about referees not being able to keep up with play than about anything else. Keep up your conditioning and be ready for the start of each season. You owe it to the game to be able to cover the field as the game requires.
Please note that to be eligible for any high school tournament games, you must take the MHSAA’s on-line test every year. If you took it this fall, you are covered for the spring season; but if you did not take it this fall, go to the MHSAA website to take the test if you are interested in being considered for tournament contests.
WMSOA does not assign freshman or middle-school games, but you are welcome to accept them. If you do, however, please update Arbiter by blocking those dates and times so the assignors can see that you are not available. It is a cause of frustration and a waste of the assignor’s time to contact you about a possible assignment when you are already committed for that period.
Regarding college assignments for NISOA officials, it was noted that we have a number of officials who are receiving some higher level assignments at the Division II and Division I levels, which is a good thing to see. College officials should also note that we will be requiring you to purchase your own earpiece for the radio communication headset system being used in the MIAA, as we found that some of the units were broken or not usable on arrival. The earpieces will cost approximately $30 and will be made part of the bulk order process for uniform items in June 2012. Details to follow later this spring.
MIAA statistics indicate there were 2198 fouls in the league this fall, and also that there were 210 yellow cards and 9 red cards (39 yellow cards/2 red cards for the women). The fact that the MIAA keeps these statistics as part of its required reporting process to the NCAA is significant because it indicates that what we are doing is being viewed (filmed?) and judged by someone. Be professional in your officiating and do the job as it needs to be done. If cards are required, use them.
Ethics Committee Report…John Crumb reported that we had only one action to be dealt with this year. He also noted that part of our “ethic” as an official is to fully perform our job on the field for the game, and also to complete the necessary game reports on Arbiter for WMSOA and through the high school and college reporting systems. Complete and accurate game reports help us keep ahead of any kind of ethical concern; and they help our board members and assignors better use their time and efforts in game situation discussions and phone calls and communication with schools, conferences, other officials, the MHSAA, and NISOA. Please prepare your reports promptly, and contact your assignor as soon as possible after any game in which there is a red card or a significant injury or safety/security situation.
President’s Report…Doug indicated that MHSAA game fees and overtime procedures will stay the same in the spring season. This will be confirmed or amended by the OK conference after meeting with John Crumb and Greg Pilbeam. He repeated the call for more new, qualified high school officials and noted that we have been seeing a few promising younger officials coming along. We were reminded to keep up with the rules. Make it a practice to read and reread the rule books for all the different organizations that you work for. You must know the differences between the rules for high school, college, and USSF games to avoid misapplying them in a critical situation.
If anyone has a question about his status as a “Member in Good Standing” through WMSOA with the MHSAA, please contact Bill Wagner. MHSAA officials are reminded to register for the 2012/2013 season early (the message from MHSAA usually comes out in May) and to take all necessary on-line tests as soon as possible.
Doug also mentioned that both the MIAA and the OK Conference want us to control the benches. If there are coaches or other bench personnel who are acting inappropriately, you must deal with it in a calm and professional manner; but if someone needs to be ejected or disqualified, please do so. It will help prevent the problem from being an ongoing one that the next referee crew has to deal with.
The OK Conference appears to be headed toward another realignment next fall, adding a new division to the list and moving many of the schools around into significantly new groups. Details of that and any consequences from realignment will be provided when they are fully known.
We were reminded that we serve as “independent contractors” in our relationships with the schools whose games we officiate and with WMSOA. If a school asks for your Social Security number, you must deal directly with the athletic direction or other school official to determine how you can securely provide this information. If a school does not pay officials at the game site, contact the school and the WMSOA Vice-President if you do not receive your check within two weeks.
It is WMSOA policy that our officials stay off of public forums that discuss or comment on games, players, coaches, schools, or sponsoring entities. Be concerned only with the facts of what occurs or you see in a game and that you put into your game report. Do not identify yourself with WMSOA if you communicate with anyone about officiating issues unless it concerns something that has been discussed and approved by the WMSOA Board.
We want to express our thanks to Jamie Pilbeam for his working coordinating and instructing us on the use of the MIAA headset system. It seemed to work well as our officials got accustomed to it, and it has been noted that the WHAC is also considering its use. The Board has also approved an increase in the game fees we charge officials for NISOA assignments made by WMSOA. The fee will go to $3.00 per game in the fall of 2012.
WMSOA hopes to put in place some video training for our officials in the spring of 2012, particularly in the area of working a 3-man system, as we have some officials who have not done much of that and are only familiar with the 2-man mechanics. We will provide more information about this soon, and the board will also follow up with members once this is in place to make certain that the videos are being seen.
Many officials are concerned about JV games that get to more than an 8-goal difference in the score. There is no basis in the high school or MHSAA rules that allows us to terminate the game at that point. It is for the coaches to decide in advance of game, but WMSOA will continue to encourage the conferences for which we assign to consider adopting a “mercy rule” policy for their games.
Board Elections…Mark Lundvick was elected, without opposition, to a two-year term as WMSOA Vice-President, to replace outgoing Vice-President John Crumb. Larry Olsen was re-elected, also without opposition, to another two-year term as WMSOA Secretary. Prior to these elections, an opportunity was given the membership to make nominations from the floor for each of these positions. Matt Koekkoek, Duncan Purvis, and Tom Walters were elected from a slate of five candidates for the three one-year Member-at-Large positions. Matt and Duncan are new to the Board, while Tom has been elected for a second term.
Referee and Site Review…Tom Walters gave some observations on the referee and site review process. He suggests we all take a professional approach to our officiating and recognize all the responsibilities and requirements of the job. Meet at the site on time or travel together, if you can. The center referee should contact the school and his crew members in ahead of time to confirm the game time and location and to make arrangements with the crew to travel to or meet at the site. Be appropriately dressed when you arrive. Have on a good looking shirt or jacket, preferably a referee’s warm-up or something similar to give a professional appearance. During the game, hustle, do your job, make sure your mechanics are solid and correct for the type of game you are working. Deal with coaches calmly, fairly, and quickly, if necessary. Use the cards that are needed for that situation, that game. Use “dead” time in the game to get positioned and ready for the next phase of play. It will help cut down on the fast transition movements once play starts again. After the game, complete your responsibilities at the site and then leave quickly and quietly, together if possible.
OK Conference Communication…Greg Pilbeam and John Crumb will remain our primary contacts with the OK Conference, to maintain consistency in our communication with Jim Haskins and others. Our ongoing concerns with the conference include: 1) Eliminating errors in the rates being paid for high school games; 2) Answering concerns about the costs of the 3-man officiating system and making it available for more schools to choose; 3) Game time issues when schools schedule “triple-header” events; 4) Security for personal information and social security numbers when schools request them; 5) Timeliness of payments when schools choose not to pay at the game site.
There being no further business, the meeting was adjourned with a request to the members to make certain the meeting room was left in a clean and neat condition.

PRE-SEASON MEETING - FALL 2011 - AUGUST 6, 2011
At 9:15 AM, following NISOA/WMSOA fitness testing on the Grandville HS track, the high school portion of the WMSOA Fall 2011 pre-season meeting was held in a Grandville HS classroom. WMSOA President Doug Turkstra opened the meeting, welcoming everyone and thanking everyone for coming to the testing and the meeting. He introduced several new association members, introduced the other WMSOA board members, reminded members who have not yet done so to register with MHSAA for the new school year (you cannot work HS games if you are not registered), asked members who had ordered uniform items to settle with Jamie Pilbeam prior to leaving, and asked everyone to be sure leave the meeting site in good order as a way of showing our appreciation to Grandville for allowing us to use the facility.
Health & Fitness – Mike Segar, Grandville HS trainer, was introduced. He stressed the importance of good fitness, stretching both before and after workouts and games, and proper hydration for optimal performance. Suggestions for hydration included sports drinks and water (perhaps with a little added salt for electrolyte replenishment) before, during, or after activity and low-fat chocolate milk as a good after-activity choice. “Tums” were suggested as a possible help for cramping. Good shoes with good support, perhaps including simple orthodics, are extremely important. Ice is recommended after activity or injury for anything except frostbite. Also according to Mike, athletic trainers must now be licensed; and coaches may provide health/medical care to the level of their qualification.
Important HS Rule Changes for 2011-12 – Two changes were made that impact “Yellow Card” situations:
1) When FIRST yellow card for illegal equipmENT is issued, COACH still receives the card, but now the CARDED PLAYER MUST LEAVE THE FIELD and CANNOT RETURN UNTIL NEXT LEGAL SUBSTITUTION OPPORTUNITY. Player may be substituted at the time so team can stay at full strength.
2) EXCESSIVE CELEBRATION is now ONLY A YELLOW CARD. It is no longer the automatic Yellow-Red, as previously required. The Yellow-Red disqualification still exists for a player receiving a second caution in the game.
MHSAA Approved Assoc – Bill Wagner reported that WMSOA continues to be an MHSAA-approved association, but members must renew their registration to remain as approved officials. Officials wishing consideration for the state tournament MUST submit a game schedule to MHSAA before 09/01 and complete the on-line rules meeting test by 09/08. The additional rules test is also suggested for all officials.
Assignors’ Report – Greg Pilbeam gave an assignors’ report, indicating officials have been assigned to over 1600 games to date, with a few more coming in. Return contracts to schools as soon as possible, check Arbiter regularly for changes to games, and confirm time and site with the host school and your partners a day or two before the game. More schools are requesting SS#s and paying by mail after the game date. If asked for a SS#, please provide it to the school; but do it in as “secure” a fashion as possible. DO NOT feel that you must put it on the contract. It would be better to send it by another method directly to the AD or to the Athletic Secretary.
Game Reports – Keith Miller discussed game reports, which must be completed on Arbiter by the lead official on the game. Include the following:
1) Score of the game
2) The uniform numbers of goal scorers
3) The uniform numbers AND names of anyone carded (yellow or red), including any bench personnel, and a brief explanation of the reason
4) Was game administrator present before, during, after: Yes or No
5) Was qualified medical person present: Yes or No
6) Were officials paid at the game: Yes or No
7) Were there any serious injuries, problems with field conditions, spectator problems, or safety and security issues for any officials or participants
Pertinent details about any #7 issues should be included as brief comments in the Arbiter report, with a supplemental email to Greg Pilbeam, Bill Wagner, and Matt Carlson if more information needs to be provided. Anything of this nature, as well as any “Red Card” disqualifications must also be reported to MHSAA via the on-line Official’s Report.
Conference Updates – Greg reported on the approved pay increase for the next four years for HS games assigned by WMSOA. Rates went up $5 for Varsity and $2 for JV and Freshman games. New rates are now:
2-Man JV $38 VAR $55 Total $93
3-Man AR JV $38 VAR $50 Total $88
3-man Center VAR $65
2-Man Frosh $36
The 3-man system for varsity games was offered to all schools this year as an option for them to choose. Most OK Red schools will continue to use the 3-man, and some other schools have also elected to use it at least for selected games.
It was also reported that an UPDATED overtime sheet will be published and made available to members, both by email and on our website, as soon as final details for all of the conferences have been confirmed. There are some minor changes for the OK for this fall, so print out the sheet when it is ready and carry it with you to your games. The new MHSAA Rules Insert for 2011-12 is also available on the MHSAA website and will be sent to everyone as well.
There are some freshman and a few JV-only games available, which WMSOA does not assign. Members looking for more games are encouraged to contact the schools directly about these.
MHSAA Meeting – Greg, John Crumb, and Bill Wagner reported on the MHSAA meeting in Lansing, noting significantly that it was emphasized that officials should NOT participate in any MLive or other media discussions about games. These are not appropriate places for officials to make any kinds of comments about games or about anything that may be said about individual officials or officiating crews. MHSAA also wants to make certain that we all operate as “independent contractors” in our roles as officials.
Game Procedures – With regard to the games themselves, officials should coordinate before game day where they will park at the game site, especially if a center official is coming later for a varsity game. Try to park together, if possible. Get to the site early enough to meet the game administrator, identify medical personnel, meet coaches and get rosters.
If weather conditions – heat, humidity, etc. – are oppressive, you have the authority to suspend the game long enough to allow players and officials a “water break”.
Issues “outside the game” with spectators or security problems are game administration issues. Get the administrator involved to deal with the problem. Suspend the game, if necessary, until that can be done. Have your phone available if you need to call for help from the police for any security and safety issues. After the game, the referee crew should leave as a team. Get out together as quickly and quietly as you can; but arrange for game security or administration to escort you out, if necessary.
WMSOA Website – Our updated website is now available, still at the same address of “wmsoa.org”. Check it for pertinent information about meetings, postings of overtime procedures, and other news of our association. If you find any glaring errors or omissions, please contact Paul Holwerda or any board member.
Other News – It was mentioned that the 2013 NASO (National Association of Sports Officials) Officiating Summit, a major meeting covering most major sports, will be held in Grand Rapids. This will be a great opportunity to be part of a significant event.
At this point, the HS portion of the meeting ended and a short break was taken, after which the meeting reconvened with additional attendees to cover NISOA/NCAA issues.
Site Surveys & Assessments – With an MIAA grant, we will continue to have people going to MIAA games to review game day operations and official’s performances. This has been a very successful program. If you want an assessment on a college game, contact Jerry Ouellette, Mike Wint, or Greg Pilbeam to arrange for one. Information about assessments may be found on the “Forms” tab of the NISOA website at “nisoa.com”.
Headsets – Jamie Pilbeam talked about the new headsets purchased by the MIAA for all schools. Headsets are for game management communication only. Game staff will have them at the sites. If you are not familiar with their use, get to your first couple games early enough to get them securely fastened and practice with them to make sure you know how to use them and that they are functioning properly. The wires should be worn under the jersey. Clean them with the supplied disinfectant wipes after use and return them in their carrying case to game staff. If an individual headset or the system is not working properly, do not use the system. Go with traditional referee communication.
Guest Speaker – Dave Nielson, Commissioner of the MIAA, spoke briefly, indicating that the new headsets are available because of grant money from the NCAA that can be used for improvement of officiating, among other things. Please take good care of them and let game management know if they need to be recharged, if supplies need to be replaced, or if there are any problems with their use.
There is a new MIAA reporting form to be completed in addition to the official game score sheet. The new form will allow more specific reporting of descriptive information cards issued, and it should be completed at the end of the game in conjunction with the official score sheet. The information will be used for conference reporting to the NCAA and as a teaching tool for the commissioner, athletic directors, and coaches. Game staff should have a supply, but you may wish to carry some with you.
Both the MIAA Men and Women will now have a four-team tournament at the end of the season.
Game Reports – In addition to signing the score sheet, the center official must complete the Arbiter game report (see required information above) completely and correctly within 24 hours after the game. Any ejections for Red Cards should be called to Kim Vieira and/or Greg Pilbeam as soon as possible after the game. Other NISOA-required reports, such as for Fighting, may be found on the NISOA website.
NCAA On-Line Test – There is a new NCAA test to be taken on line if you wish to be considered for post-season Division I tournament assignments. It needs to be completed by 08/14.
Other – Keith Miller handed out a written test (not the same as the NCAA test mentioned above) and its answer sheet to everyone, asking all college officials to take the test before the season. This is not for grading purposes, but it should encourage everyone to read and study the NCAA Rule Book before going into your first games.
Almost every college game is being recorded for later viewing by someone…coaches, teams, etc. Always conduct yourself professionally from the moment you arrive at a game site until after you leave. Don’t do or say anything that reflects poorly on your, your partners, and the entire officiating community.
The MIAA, as well as Grace Bible and Kuyper, have approved pay increases this season to $155 for center referees and $110 for assistants, with some additional amounts to be paid to officials working in the MIAA post-season tournaments.
There were a total of 95 people who signed in for the HS and/or NISOA portions of the meeting. Thanks to all who attended. Have a great season. Meeting adjourned at about 12:15 PM.

The meeting was called to order at 9 AM by Greg Pilbeam, who introduced three new members and thanked all of the Association members for their work and assistance in the fall season just concluded.
Secretary’s Report – Larry Olsen gave the report, indicating that the minutes of the 2009 meeting are posted on the WMSOA website. The minutes were approved. It was also noted that 16 WMSOA newsletters were sent out during the prior year; and members were reminded to contact Larry or another board member with any changes in address or personal information or with questions about officiating matters.
Treasurer’s Report – Mark Lundvick gave the report based on a handout showing the Association’s financial position, indicating total revenues of $23,284 and total expenses of $23,562 for the 2010 operating period, and a bank balance of $10,833 at this time. All bills have been paid.
Assignors’ Report – Greg Pilbeam and Bill Wagner reported fall season was challenging due to large number of game changes requested by the schools and expressed their appreciation to everyone for their flexibility in dealing with them. 9 new Ads and 20 new athletic secretaries in the 54 high schools for which our Association assigned had to be educated in the use of Arbiter and the problems caused by late changes. Greg and Bill finally got the OK Conference to put a stop to the changes. Several new conference tournaments were added, some with short notice; but we were able to cover all of them.
Members are reminded to upload a photo to their Arbiter profiles. This is important for proper identification when coaches or schools are filing reports and for follow-up by our Association.
There were 240 yellow cards and 23 red cards reported this fall in the OK Conference, as well as 1 assault on a referee. This case was properly turned over to authorities, the student was expelled from school for the incident, and the case is still moving through the court system.
Overtime procedures were a major issue this fall and took many hours in communication with the conferences to finalize. Please use the chart emailed to members and available on the WMSOA website for reference to the proper procedure for each conference and/or division.
WMSOA assigned 2797 games this year, exclusive of those in the GLIAC and WHAC assigned on behalf of Kim Vieira.
Members are reminded to update availability on Arbiter for the spring 2011 girls’ season as soon as possible (by mid-January at the latest) and by mid-February for the fall season. The 2010 schedule will be cleared from Arbiter by 12/15/10.
Be sure to call schools (particularly former City League) to make sure games are “on” as scheduled. Also note that more schools are NOT paying at the game site, but mailing checks. Give them 2 weeks, and then follow up with the schools and with Greg or Bill if payment has not been received.
We will be added some 3-man systems for select games outside the OK Red when teams request them or if it is thought that the game may be of greater challenge or intensity (“rivalry” games or other considerations).
We will try to get correct “game site” locations into Arbiter, as some schools have the school address in Arbiter but actually play their games at another site.
Ethics Report – John Crumb reminded members to properly complete game reports promptly so the assignors are aware of any issues that came up in games and can respond to the schools/conferences. CALL Greg to report any red cards issued, as well as any yellow cards issued to coaches or other non-playing bench personnel. The assault case mentioned earlier was properly handled at the time by contacting the police and is being handled in the judicial system.
President’s Report – Greg also asked members to provide information about significant game issues…red cards, major injuries, security issues, etc…as soon as possible. He also noted that MHSAA Officials Game Reports are now to be done “on line”, which was a change made during the fall season with no notice from MHSAA. It does not appear that this report can be printed out, so anything included in the MHSAA game report must be put into the Arbiter game report or sent to Greg and/or John in a separate document by email.
The overtime procedures from the boys’ fall season will remain in effect for the girls’ spring season.
For the OK and other conferences, ALL JV games will now use 35-minute halves.
Concussion management is an on-going important issue. We are looking to the MHSAA for a better definition of who is authorized to determine a player’s eligibility to return to a high school game after exhibiting concussion-like symptoms. For a college game, if there is no certified trainer/doctor, there is no game.
We believe that the issues with the “member in good standing” status on the MHSAA website have been corrected. but contact Bill Wagner if there still seems to be a problem with your record there.
WMSOA completed site evaluations at 10 or 12 games in the MIAA, covering all of the schools. There were also 20 site evaluations done at high school games. These were done by Frank Warren, Tom Walters, Greg, and Bill. The evaluations look at officials’ performances, site administration, clock issues, security concerns, and anything else that comes up. These were favorable in most aspects, and we will continue to do them as we are able.
The Association also presented a special award to Keith Miller for his 18+ years of service to our Association and to soccer in West Michigan.
Elections of Board Members
Doug Turkstra was elected to serve a two-year term as WMSOA President – unanimous by acclamation
Bob Powers was elected to serve a two-year term as WMSOA Treasurer – unanimous by acclamation
Mark Lundvick, Bob Schultz, and Tom Walters were elected to serve one-year terms as Members-at-Large
These individuals had expressed to the board an interest in the positions, and no additional nominations were presented from the floor.
New Business
Pay Rates – Greg reported that we have been working to get game fee increases for high school, but it is unlikely that anything will be changed for next year. Negotiations with the MIAA will occur in February, with a possibility of an increase. An extra $25 per game has already been approved for MIAA tournament games.
Website – We have a new website as of 01/01/11 – wmsoa.org. The site is being remodeled this winter, and Paul Holwerda has asked for pictures of game officials in action or at sites that can be posted on the web page.
Game Reports & Performance – Be professional in all you do on and off the field and DO YOUR JOB in calling the game. You are probably on camera with somebody, even if it is only a cell phone photo or video. Make sure there is nothing that can be used to call your performance or actions into question. Promptly file a complete game report with game authorities and on Arbiter to provide the game officials’ perspective on information about cards, injuries, incidents, and any other issues of concern.
Game reports MUST contain the following:
Final score of the game
Names and numbers of all persons receiving yellow or red cards (Call in red cards ASAP)
Numbers of goal scorers (and names if possible)
Presence of game administrators and medical personnel at the site
Injuries (and the circumstances) that require more than minor medical attention
Security or safety issues with participants, spectators, or the site
Indication if payment was made at the site
Referee and Site Reviews – Tom Walters commented on his experiences with referee and site review. He saw good referee performances and suggested members email him if interested in having him view one of their games. He will make every effort to be there if he is not scheduled for another game that MUST be covered for some reason. It is his wish to make the review a positive experience by providing another set of eyes to watch the game as an otherwise uninvolved party and to offer observations and suggestions and a chance for the officials to ask about game situations. It also gives him a chance to see how the high schools, in particular, do with game administration; and he appreciates the opportunity to stay involved in the game while no longer active on the pitch.
